Introduction


Sustainable Development Goal (SDG 4or Global Goal 4) refers to SDG4: QUALITY EDUCATION the aim is achieving inclusive and quality education for all reaffirms the belief that education is one of the most powerful and proven vehicles for sustainable development. This goal ensures that all girls and boys complete free primary and secondary schooling by 2030.

“Education shall aim to instill the Islamic creed in the young, impart knowledge and skills to them, and prepare them to be useful members in the building of their society, loving their homeland, and taking pride in its history.”   ...... (Basic Law of Saudi Arabia Article 13).

Public education is education that is free and necessary for citizens and residents enrolling in government schools. An appropriate educational environment, facilities, textbooks and means of free transportation are provided by the Ministry of Education at KSA.

Al-jouf University prides itself on its growing reputation as a provider of high quality education, this is the foundation of everything that is done and the quality assurance agency reviews continue to recognize the quality of our teaching. The institution has several high-quality recognitions and certifications. The library gives you access to 2.5 million ezines, 40,000 e-books, and 8,000 print books.

Furthermore, Jouf University serves its students with a wide variety of educational programs at the main campus located in Jouf Region in the Northwest. The university has a single main campus which is well set up. The University has classrooms, lecture halls, laboratories, scientific and radiation equipment, seminar and conference halls, sports and fitness facilities. Also, the  library is managed by helpful librarians who assist students with completing their assignments, share competitive data and provide the raw material of information. There is an extensive resource of books, manuscripts, and research publications to meet the intellectual needs of the Jouf University community. The library provides access to the internet and latest news in the forms of magazines, newsletters and more.

According to Jouf, University education is more than the next level in the learning process; it is a critical component of human development worldwide. It provides not only the high-level skills necessary for every labor market but also the training essential for teachers, doctors, nurses, civil servants, engineers, humanists, entrepreneurs, scientists, social scientists, and a myriad of other personnel. It is these trained individuals who develop the capacity and analytical skills that drive local economies, support civil society, teach children, lead effective governments, and make important decisions which affect entire societies.

Affairs List of beneficiaries of lending in libraries
The Deanship of Library Affairs has completed the development of the regulation governing the work in it and the subsequent sub-libraries in colleges and branches to be a fixed list towards the organized work of the Deanship in the future, and the regulation consists of nine articles, which came as follows:

Article 1 – Information receptacles permitted to be loaned externally may be loaned to the following categories:
Faculty members, lecturers and teaching assistants at the university.

Graduate students at the university.

Postgraduate students who are not functionally associated with the University.

Undergraduate and diploma students at the university.

University staff.

Libraries of the University.

Other libraries in Saudi Arabia and the GCC, in accordance with the agreements in this regard that are signed.

Article 2 - The borrower shall not be entitled to benefit from the loan service except by presenting proof of his affiliation with the University.
Article 3 - Information receptacles for which no loan is permitted:
Information vessels of a reference nature, such as: circles of knowledge, dictionaries, manuals and the like.

Unpublished master's and doctoral theses.

Original and illustrated manuscripts.

Rare books.

Paperless vessels (audiovisual, magnetic discs, film miniatures).

Periodicals and scientific series with a related topic.

Government publications, documents, archives, maps and files.

Books with a single version, with the exception of faculty members and lecturers at the university in borrowing these vessels during the weekends.

Books booked.

Books stamped with the phrase (no loan).

Fragmented books that are more than two parts.

Article 4 - Financial Guarantee:
Each borrower of graduate students who are not functionally associated with the university part-time and individuals from outside the university shall be issued a loan card against a financial guarantee of one thousand riyals for the duration of their benefit from the loan service, provided that the card is renewed annually one month before its end.

The amounts of financial insurance shall be deposited in the fund of the Deanship of Library Affairs in exchange for a receipt of the amount and the amount shall be returned to the borrower when he wishes to cancel his loan card.

The amounts of penalties for delay, loss and damage shall be deducted from the financial security deposited, and if the fines exceed the amount of the financial guarantee, the beneficiary shall be required to pay the difference or statutory sanctions shall be taken in respect thereof.

Article 5 - Number of addresses allowed to be loaned:
According to each category as in the following table:


Article 6 - Duration of secondment:
Faculty members, lecturers, teaching assistants (two weeks) and graduate students (one week), faculty members may extend for a whole week only once.

University students and employees for a week, renewable only once.

The Director of the Beneficiary Services Section of the Central Library and the Librarians of the Branch Libraries may shorten the period of secondment (A, B) for information vessels that are frequently used and of which the Library does not have sufficient copies.

The borrower can renew the loan period for another period if the books in his possession are not requested by another beneficiary.

The borrower is obliged to return the books to the library before the expiry of the specified period of loan if requested to do so within a maximum period of three days from the date of notification by the Deanship.

Article 7 - Book Reservation:
Faculty members have the right to request the reservation of some books for a specified period for the use of students within the library and these books may not be loaned externally.

The Head of the Lending Department has the right not to allow the loan of any book if he deems that there is an urgent need not to lend it.

The loan of reserved books set forth in paragraphs (a) and (b) of this Article shall be regulated in accordance with the following:

Internal loan for a maximum of two hours for each student renewable in case of lack of demand for the book.

The Head of the Lending Section may permit the lending of some copies of the books reserved one hour before the end of the official working hours of the Library, provided that they are returned on the morning of the next working day before nine o'clock in the morning.

Article 8 - Penalties and fines:
A delay penalty of (half) riyals shall be calculated for each day of delay for each loan book, for a period of ninety days after the expiry of the loan period.

If the delay period exceeds ninety days, an additional fine of (ten) riyals shall be calculated for each month for a period of one year.

If the delay exceeds two years, the book is missing.

The borrower is not allowed to borrow other books unless his books are no longer late.

The library may deprive the borrower of secondment for one semester if he repeatedly exceeds the maximum delay date three times.

If the Library requests the return of the borrowed book before the expiry of the specified period and the borrower does not respond to the request of the Library, a delay penalty of (1.5) riyals shall be calculated for each day of delay after one week from the date of notifying the borrower of the return of the book, and shall be treated in accordance with the previous paragraphs of this Article.

The Deanship of Library Affairs shall submit to the concerned departments of the University a report on the misuse of its libraries or holdings or the mistreatment of one of its library employees by beneficiaries.

Article 9 - Fines for loss of books and destruction:
If the book is lost or damaged, the borrower is obliged to bring an alternative copy of the same edition or a newer edition within a period of one month from being notified, if he cannot claim to pay the value determined by the Department of Collection Building and Development in accordance with the controls approved by the Deanship of Library Affairs, but if the book is a rare book or manuscript, the borrower shall be required to pay the value determined by the specialized committee in the light of the price of the lost or damaged book and its scarcity in the market.

If the financial value in the previous paragraph cannot be collected by friendly means, it shall be collected by regular means from his financial dues at the university.

A book is considered damaged if any scrape, inking or removal or tearing of any of its contents or alters any of its qualities occurs.

Al-Jouf University Completes the Implementation of 14 Training Programs for the Remote Community During the Month of Ramadan
University Center for Media and Communication:

The Deanship of Community Service and Continuing Education at Al-Jawf University has completed the implementation of 14 free distance training programs for all segments of society in many disciplines, benefiting 2625 beneficiaries during the month of Ramadan.

The training programs implemented included the Governance and Risk Management Program, the Importance of Learning English Program, the Knowledge Economy Role Program in Reducing Unemployment, the Common English Mistakes Program, the Anti-Money Laundering Program, the Ways to Maintain Fitness Levels under the Home Quarantine Program associated with the Corona pandemic, the Modern Management Skills Development Program, the Personal Data Security Program, the Creative Thinking Development Program, the Internet Program in Our Daily Lives, and the Time and Meetings Management Program. The program of effective communication - a way of life, the program of using creative thinking in crisis management, as well as the program of drawing inspiration from the prophetic experience in consolidating the values of community participation.

Community Service and Continuing Education at Al-Jawf University trains the employees of 552 entities, 5745 from Al-Jawf and 2352 from outside

The Deanship of Community Service and Continuing Education at Al-Jawf University confirmed that 8097 citizens benefited from the training programs implemented remotely, including 5745 from inside the region and 2352 from outside it representing governmental, private, military, charitable and educational entities.

A report issued by the Deanship indicated that the number of trainees from the government sector amounted to 823, including 507 men and 316 women affiliated with 248 government entities, while the number of trainees from the private sector reached 2686, including 1590 men and 1096 women affiliated with 286 private entities.

While the number of trainees from the military sector reached 119, including 116 men and 3 women, and the number of trainees from the charitable sector reached 27, benefiting from 16 men and 11 women belonging to 16 charitable entities, while the number of trainees from the free sector reached 107, including 62 men and 45 women.

While the number of trainees of university students reached 2788 beneficiaries, including 1409 students and 1379 female students affiliated with 20 universities and private colleges, and the number of trainees of job seekers reached 1486, including 469 men and 990 women, and the number of trainees of retirees reached 46, including 30 men and 16 women, and 42 beneficiaries of persons with disabilities, including 31 men and 11 women, were trained.

The training programs provided to community members also varied, including, the e-Bookings Program and ways to deal with them, the English Language Testing Program, the Environment and Agriculture Program, the Program for the Preparation and Evaluation of Economic Feasibility Studies, the Program of Different Techniques for the Development of Olive Agriculture, the Strategic Planning Program, the Scientific Research Skills Program, the E-Commerce Program, the Transformational Leadership Program and its Role in the Development of Organizations, the Social Entrepreneurship and Entrepreneurship Program, and the Program on the Impact of Electronic Devices and the Internet on the Internet. Youth and how to protect them, first aid program, program on manuscript realization, program to prepare students to acquire language skills, fundamentals program to prepare an alternative leader for managerial positions, the art of dealing with adolescent problems, the program of electronic transactions, the program of the developmental role of women under the vision of the Kingdom 2030, a program on the problems of obesity, diagnosis and treatment, the program of the five strategic approaches for strategic leaders, the program of risks and crises, the program of the Internet of Things, the program of environmental education, and the growth program of Children, Life Planning Skills Program, Nutrition and Medicines Program, Marketing and Promotion Program, Accounting Program, Online Translation and Smart Applications Program, Environmental Pollution Program, Technology Impact Program on Children Psychologically, Mentally and Physically, Volunteering Skills Program, and a number of technical programs to explain basic applications such as WordPoint, Spreadsheets, Excel spreadsheets, use of electronic resources and e-learning programs, and Artificial Intelligence Program and its role in community service.

The Deanship also provided 9 training programs for community members directly related to the Coronavirus, most notably the impact of the "Coronavirus" on the global economy, the Program for Persons with Disabilities during the spread of the novel Coronavirus COVID-19, the Program for Mental Disorders due to the Coronavirus, the means to overcome them, the Crisis Management Program - the Corona Crisis as a model, the Coronavirus Program - Risks and Prevention, the Program for the Importance of the Internet of Things in Facing Epidemics - the Corona Pandemic as a Model, and the Program for the Role of the Media in Crisis Management - Corona as a Model, The program of the position of Islamic law on how to deal with infectious diseases (Coronavirus), and the program of dealing with the epidemic from a legitimate perspective - the Kingdom's efforts in dealing with the crisis of the Corona pandemic - are a model.

Jawf University trains more than 8,000 trainees from the community in 90 remote programs until the end of the month of Shaaban

The Deanship of Community Service and Continuing Education at Al-Jawf University implemented 90 distance training programs, benefiting 8,097 beneficiaries until the end of the month of Shaaban.

The implemented programs included many administrative, financial, psychological, social and educational programs, Sharia and religious programs, Arabic and English language programs, as well as educational programs in the health and medical fields in cooperation with the colleges concerned with the university.
