SDG 11: Sustainable cities and communities

Introduction

Evaluate and analyze the legislative and institutional current situation of Saudi Cities and their capability to execute urban policies and strategies in the Kingdom. setting detailed strategic profiles and pilot projects as road map. Engage with communities in the planning system especially women and youth and establishing platforms for engagement in city planning.

The Future Saudi Cities Programme, a joint programme developed by the Saudi Ministry of Municipal and Rural Affairs (MoMRA) and UN-Habitat, implemented in close cooperation with the municipalities of 17 major Saudi cities. The cities have been selected based on their different population sizes, geographic distribution, and a range of criteria based on capacities and economic potential to create a more balanced regional development among the cities of Saudi Arabia. The chosen cities include Riyadh, Makkah, Jeddah, Taif, Madinah, Tabuk, Dammam, Qatif, Al-Ahsa, Abha, Najran, Jazan, Hael, Arar, Al Baha, Buraidah, and Skaka.

The world is becoming increasingly urbanized. Since 2007, more than half the world’s population has been living in cities, and that share is projected to rise to 60 per cent by 2030.

Cities and metropolitan areas are powerhouses of economic growth—contributing about 60 per cent of global GDP. However, they also account for about 70 per cent of global carbon emissions and over 60 per cent of resource use.  Rapid urbanization is resulting in a growing number of slum dwellers, inadequate and overburdened infrastructure and services (such as waste collection and water and sanitation systems, roads and transport), worsening air pollution and unplanned urban sprawl.

The impact of COVID-19 will be most devastating in poor and densely populated urban areas, especially for the one billion people living in informal settlements and slums worldwide, where overcrowding also makes it difficult to follow recommended measures such as social distancing and self-isolation.  The UN food agency, FAO, warned that hunger and fatalities could rise significantly in urban areas, without measures to ensure that poor and vulnerable residents have access to food.

The AL-Jouf University aims to establish all the relationships and alliances that are possible with organizations that ensure compliance with the SDGs to be a university that provides students with a better lifestyle and that have the necessary elements to generate more development to the country.

Restructuring and Campus Projects
Al-Jouf University has thankfully completed the restructuring of its colleges academically to comply with the requirements of the labor market and the needs of its owners, where the number of colleges reached eighteen colleges, and also completed its administrative structure in preparation for obtaining institutional accreditation, and this hill came in thirteen volumes that included all the administrative structures in the university with job description cards for each job within these structures, and the guide and regulations for all administrative procedures, as the campus became a restless beehive, where the university completed four Urgent projects included student complexes in Sakaka, Qurayyat and Tabarjal, in addition to the temporary administrative building, the Central Library and an additional multi-purpose building for the establishment of celebrations and exhibitions, and the university completed ten educational projects out of twelve projects, including most of the scientific colleges, and completed three service projects out of five projects that included the building of the supporting deanships, the housing of faculty members and the administration building, in addition to the projects of branches in both Qurayyat and Tabarjil, and work is still ongoing to complete the university hospital The Sports City and the Conference Hall, as well as a shopping mall on the main road, are part of the scientific endowment initiative won by the university as part of the national transformation initiatives.

Al-Jouf University and the Heritage Authority sign a memorandum of understanding to enhance partnership and cooperation in a number of fields
His Royal Highness Prince Faisal bin Nawaf bin Abdulaziz Al Saud, Governor of Al Jawf Region, witnessed in his office today the signing of a memorandum between Al Jawf University and the Heritage Authority aimed at discussing projects and potential opportunities in their scientific and field aspects in the fields of cultural heritage in the region.

The MoU was signed by the President of the University, Prof. Dr. Mohammed bin Abdullah Al-Shaya, and the CEO of the Authority, Dr. Jasser bin Sulaiman Al-Harbish, and included 3 tracks of cooperation covering the fields of cultural heritage, contributing to its preservation, and contributing to the development of educational curricula related to heritage.

After the signing ceremony, the delegation of the Authority headed by Dr. Jasser bin Sulaiman Al-Harbash went to the headquarters of Al-Jawf University, and was received by the President of the University, Prof. Dr. Mohammed bin Abdullah Al-Shaya, where the delegation attended the ceremony prepared for this, which began with the playing of the Royal Peace, and then the attendees reviewed a film that tells the march of the achievements of the University.

After that, Dr. Alshaya delivered a speech in which he welcomed the delegation of the Authority to Al-Jawf University, wishing them continued success and success, and also thanked His Highness the Amir of the region for his generous sponsorship of the signing ceremony of the Memorandum of Understanding with the Authority, and stated that this comes within the keenness of His Highness the Holy Highness to support partnerships and cooperation to achieve the goals of development in the region, and stressed that the university places among its priorities community development, stressing that the university will work to achieve the objectives of this cooperation. In his speech, Dr. Alshaya also addressed the most prominent achievements of the university, and stressed that the university is continuing to achieve more achievements at all levels, thanks to the great support that the education sector enjoys from the leadership - supported by God - and direct follow-up by His Highness the Amir of the region and His Excellency the Minister of Education.

After that, Dr. Al-Harbash delivered a speech on this occasion, in which he thanked His Highness the Amir of Al-Jawf Region for his keenness and interest in the heritage sector, and for his sponsorship of this agreement, expressing his happiness with this partnership, which will reflect positively on the field of heritage and urban heritage in the Al-Jawf region, and praised the achievements of Al-Jawf University, looking forward to activating this partnership and achieving its objectives. Dr. Al-Harbash also reviewed the strategy of the Heritage Authority, and stated that the Al-Jawf region will be among the objectives of this strategy, given the historical and cultural depth that the region possesses. The two sides then held a workshop in which they discussed ways and mechanisms to activate this partnership and the proposed action plan.

Future of Urban Development Seminar at Al-Jawf University Emphasizes the Importance of Urban Planning to Achieve the Objectives of the Kingdom's Vision 2030
The participants in the scientific symposium entitled (The Future of Urban Development of Al-Jawf Region) raised the opportunities and challenges) organized by the Faculty of Engineering at Al-Jawf University during the period from 25-26 November 2020 (remotely), they thanked His Royal Highness Prince Faisal bin Nawaf bin Abdul Aziz, Amir of Al-Jawf Region, for his generous sponsorship of the scientific symposium, which comes as a continuation of his unlimited support for all programs and activities of the University.

At the end of the seminar, the symposium concluded with a number of recommendations that focused on three main axes, the first of which was the urban heritage and identity axis: the participants recommended the identification of a central body responsible for the preservation and investment of urban heritage in tourism, including representatives from the current responsible authorities to coordinate their competencies, and encourage the private sector to contribute to projects to preserve heritage areas through the establishment of non-governmental organizations concerned with urban heritage so that they can help the work of studies, raise the awareness of the population through activities, and provide consultations regarding Development and others.

The participants called for partnerships between official bodies and owners of traditional areas to agree on the preservation and development of those areas and not to harm them in any way, and work on their development, stressing the importance of documenting and improving the maintenance work of heritage buildings to sustain them and prevent their degradation, and the establishment of a financial fund in the municipalities of the region whose resources are used to improve traditional places and support owners in their development, and to purchase some sensitive sites and affect traditional areas from their owners, whether these lands are empty, built or cultivated, and spending To rehabilitate and maintain them continuously, revive the folklore and invest it in tourism with the establishment of tourist resorts with desert specifications specific to the considerations of each region.

In the second axis, which is the axis of urban planning and design, the seminar recommended the application of the principle of governance and the promotion of local management and community participation in urban planning processes to achieve the objectives of the Kingdom's Vision 2030, and to strengthen the role of urban design in municipalities and secretariats and clarify the responsibilities of urban designers, which includes maintaining the distinctive urban identity in Al-Jouf, as well as the development of an urban code and controls through the application of the concept of the urban formation code (Form Based Code) to control urban development and control its urban output in accordance with the identity Local and reinforced, in addition to developing a comprehensive map of informal areas in the Al-Jawf area spatially linked to the geographic information system, which helps in adopting appropriate solutions according to the nature of the location, spatial importance, community needs and available economic resources, in addition to activating the participation of research sectors such as universities and research centers in the development of planning and urban design strategies to preserve the identity and urban heritage and address the marginal informal areas in the Al-Jawf region to integrate with the regional dimension.

In the area of environmental treatments and sustainability, the participants recommended the importance of adopting a sustainable and green building policy in the region within the framework of the Kingdom's Vision 2030 while documenting local experiences in the field of promoting, evaluating and developing sustainability.

The participants called for the consolidation of the concept of sustainable design in the faculties of engineering and architecture through the curriculum in addition to the adoption of the concept of sustainability in design by specialized bodies and associations, and gradually raising awareness of it among practitioners through public lectures and training courses as an initial stage to move to the binding stage.

The last day of the symposium included three scientific sessions, the first of which was entitled (Employing Vision 2030 in Achieving Sustainable Urban Development - Riyadh City as a Guiding Case) presented by Prof. Dr. Faisal bin Abdulaziz Al-Mubarak and the second entitled (Environmental Treatments and Sustainable Development) where the researchers reviewed a set of studies in this field.

The closing session was a speech by the Vice President for Graduate Studies and Scientific Research, Dr. Salem Al-Anzi, in which he said that the symposium targeted one of the most important pillars of development, namely urban development and its future in the Al-Jawf region, looking forward to the recommendations of the symposium to contribute to the process of growth and development in the Al-Jawf region and in our dear homeland, where they will be presented to the concerned authorities to serve their goal.

Dr. Al-Enezi expressed his sincere thanks to the wise leadership for the great support received by Al-Jawf University and all the universities of the country, and to His Excellency the Minister of Education, and to the President of the University for his continuous support to all the meetings and events of the University, as well as to the colleagues in the Faculty of Engineering and researchers participating in the symposium with their ideas, recommendations and suggestions.

In conclusion, the researchers, participants and members of the committees working in the symposium were honored by reviewing certificates of thanks and appreciation.

Under the patronage of His Highness the Amir of the region, Al-Jawf University discusses the opportunities and challenges of the urban development of the region
Under the patronage of His Royal Highness Prince Faisal bin Nawaf bin Abdul Aziz, Governor of Al-Jawf Region, the activities of the scientific symposium organized by Al-Jawf University represented by the Faculty of Engineering entitled: The Future of Urban Development for Al-Jawf Region Opportunities and Challenges, were launched with the participation of a selection of scientists and specialists in the fields of urban development.

The opening ceremony included a speech by the President of the University, Prof. Dr. Mohammed bin Abdullah Al-Shaya, during which he thanked and thanked His Royal Highness Prince Faisal bin Nawaf, Governor of Al-Jawf Region, for sponsoring the scientific symposium within the framework of his continuous support and interest in the university's march and pushing it to contribute to the elevation of the country and serve the wise leadership, as well as thanked His Excellency the Minister of Education, Dr. Hamad Al-Sheikh, for his guidance and support to the University.

Dr. Alshaya explained that the organization of the symposium comes from the vision of the Kingdom, which aims to be three Saudi cities among the top 100 cities in the world, stressing the university's endeavor through the symposium to preserve the urban heritage in the region and looking forward to the efforts of participants and researchers in the development of the Al-Jawf region from an urban point of view.

The Dean of the College of Engineering and Chairman of the Symposium, Dr. Majid Al-Zaree, also gave a speech in which he explained that the organization of the symposium comes in line with the objectives of the university in actively participating in the development of society and contributing to finding possible solutions to the issues of the region through the submission of studies, scientific papers and results that benefit the community and the region, pointing out that the region enjoys promising recreational and tourist resources and a beautiful agricultural nature as it embraces giant projects in clean energy, in addition to the recent discovery of the gas field, and that all These resources are considered one of the links of urban development that is related to construction, construction and urbanization; where specialists defined urban development as the upgrading of the place and the provision of basic needs for housing, work, community services and infrastructure taking into account the determinants of the place, its identity and various resources.

Dr. Al-Zaree added that urban development supports urban policies and plans through the development of implementable mechanisms and budgets, as this requires joint cooperation between the legislative and executive bodies to achieve them, pointing out that the symposium aims to show the elements of the region and the rooting of the urban identity of its cities through studies and scientific research, where its axes vary in urban heritage, place identity, planning, urban design, environmental treatments and sustainability.

For his part, Prof. Dr. Hisham Ali Murtaza gave the speech of the participants, praising the efforts made by the Faculty of Engineering to establish this symposium and explaining that urban development is not strange to the region, the vision of the Kingdom 2030 came to emphasize the elements of this development and its investment in a wider and different way in this region with an important geographical location, pointing out that its proximity to the city of Neom Future was not a coincidence but an affirmation of the geographical, natural and historical importance of the region as its history extends to the Paleolithic Age. The agricultural wealth and the environmental characteristics that are unique to it make it an investment, tourism and development attraction of international standards.

It is worth mentioning that the opening ceremony included a visual presentation on the seminar on the future of urban development for the Al-Jawf region, and a documentary presentation on the Al-Jawf region.

Removal of 263,000 cubic meters of waste and rubble in Al-Jouf
The Municipality of Al-Jawf Region and its municipalities continue to implement the initiative to address the manifestations of visual distortion through the campaigns of the competent field teams, as part of their efforts to improve the urban landscape in the cities and governorates of the region under the follow-up of the Secretary of Al-Jawf, Eng. Atef bin Mohammed Al-Sharaan.

Removal of construction waste
The official spokesman of the Municipality, Omar Al-Hamwan, said that the initiative's campaigns since its inception have been able to remove 263,000 cubic meters of construction and demolition waste at the level of the region.

Objective of the initiative
Al-Hamwan explained that the initiative's work includes removing damaged and neglected cars from streets and neighborhoods, repairing potholes in the roads, as well as maintaining dilapidated sidewalks, addressing infringing billboards, writings and posters that distort the public appearance, as well as placing street vendors, in addition to cleaning works.
