Jouf University Signs a Memorandum of Understanding with Prince Sultan Defense Studies and Research Center to Support Applied Research and Technology Localization

Jouf University signed a Memorandum of Understanding (MoU) with the Prince Sultan Defense Studies and Research Center (PSDSARC), as part of the University’s efforts to strengthen its strategic partnerships with leading national research institutions, support the ecosystem of research and technological development, and transform scientific research outputs into preliminary products capable of industrial development. This collaboration contributes to technology localization, supports innovation, and builds national capabilities, in line with the objectives of Saudi Vision 2030 and the University’s strategic goals.

The MoU was signed on behalf of Jouf University by His Excellency the President of the University, Professor Dr. Mohammed bin Abdullah Al-Shaya, and on behalf of the Prince Sultan Defense Studies and Research Center by Dr. Saud bin Mohammed bin Saeed, Director General of the Center. PSDSARC is an independent national research entity dedicated to developing defense and security technologies and products, enhancing national sovereignty over defense systems, and supporting the localization of military spending, thereby strengthening the readiness of the Kingdom’s defense and security sectors.

The MoU aims to support research and technological development in areas of mutual interest—particularly in defense and security—transform scientific research outputs into industrially developable prototypes, enhance technology localization and national capacity building, and support innovation and technological entrepreneurship. It also seeks to invest in intellectual property through registration and commercialization in accordance with regulatory frameworks, achieving integration between the academic, research, and applied sectors.

The areas of cooperation include the implementation of joint research and applied projects in defense and security sectors, the development of technological products and systems and their conversion into industrial applications, the involvement of students and researchers in high-impact national projects, and the establishment of an integrated innovation and intellectual property ecosystem and its investment, in addition to any other areas agreed upon by both parties in the future.

The agreement targets faculty members and researchers, postgraduate and undergraduate students, innovators and technology entrepreneurs, research and development entities linked to the defense and security sector, as well as the national innovation ecosystem and local industry—thereby strengthening the University’s role as a driver of knowledge, innovation, and service to national priorities.

His Excellency the President of Jouf University, Professor Dr. Mohammed bin Abdullah Al-Shaya, affirmed that signing this MoU aligns with the University’s strategic direction to enhance applied research, link its outputs to national needs, and build effective partnerships with research and industrial entities. He noted that cooperation with the Prince Sultan Defense Studies and Research Center represents a qualitative step toward technology localization, innovation support, and national talent development.

He added that through such partnerships, the University seeks to empower researchers and students, invest in intellectual property, and transform research ideas into solutions and products with economic and developmental impact—contributing to the realization of Saudi Vision 2030 and strengthening the role of Saudi universities in supporting the knowledge economy and sustainable development.

This MoU comes as an extension of Jouf University’s efforts to align its research and educational programs with national development priorities, reinforce its role as an active academic institution in knowledge production and application, support technological innovation, and build a promising future grounded in science and technology.
