Chaired by Jouf University President, Prof. Mohammed bin Abdullah Al-Shaya, the University Council Holds Its Eighth Session, Approves Key Executive Regulations, Bylaws, and Training Plans, and Strengthens Governance and Institutional Development
The Jouf University Council held its eighth session for the academic year 1447 AH, chaired by His Excellency the President of the University, Prof. Mohammed bin Abdullah Al-Shaya, and attended by the Council members, including the Vice Presidents, Deans of Colleges, and supporting deanships. The session was convened as part of the University’s ongoing efforts to advance its development journey and enhance the efficiency of its academic and administrative systems, in alignment with the objectives of Saudi Vision 2030.
The session commenced with a review of the agenda items, which covered a range of organizational, academic, and developmental topics. These discussions reflected the University’s continued commitment to effective governance, improving institutional performance, and achieving integration across its educational, research, and administrative functions.
Within this framework, the Council approved the executive rules of the financial regulations bylaw, which represent a fundamental pillar in strengthening financial management efficiency, regulating expenditure procedures, and ensuring the highest standards of transparency and compliance. This step contributes to financial sustainability and the optimal utilization of resources in line with best institutional practices.
The Council also approved the Student Housing Bylaw for the year 2026, reflecting the University’s commitment to enhancing the quality of campus life by providing a safe and supportive residential environment that fosters students’ academic and psychological stability, enriches their educational experience, and positively impacts their academic performance and excellence.
In support of national capacity development and to reinforce the University’s role in community service and partnership building, the Council approved the proposed training plan for the Institute of Research, Consulting Studies, and Training for the fiscal year 2026. The plan includes a comprehensive portfolio of specialized training and development programs aimed at enhancing human capital, addressing labor market needs, and strengthening alignment between educational outcomes and national development priorities.
The Council further discussed several academic and administrative matters and took appropriate decisions, contributing to improving the quality of educational outputs, elevating academic performance, and supporting the University’s pursuit of institutional excellence and scientific leadership.
His Excellency the University President, Prof. Mohammed bin Abdullah Al-Shaya, emphasized that the decisions and recommendations made during this session reflect the University’s commitment to developing its systems and regulations, enhancing operational efficiency, and advancing the quality of its educational and research services. He noted that Jouf University continues to move forward confidently toward building an integrated university model that combines academic excellence, impactful research, and institutional sustainability.
The session concluded with an emphasis on continuing to work in a spirit of teamwork and maximizing available resources to achieve the University’s strategic objectives, strengthen its position at both national and international levels, and contribute to the Kingdom’s comprehensive development journey.
