Jouf University and 10 Government Entities in Sakaka: A Partnership to Advance Professional Volunteering and Maximize Impact

Jouf University held a training program titled “Professional Volunteering: Designing Initiatives and Maximizing Impact,” with the attendance of 19 trainees from the leadership and staff of 10 government entities in Sakaka. The program comes as part of the University’s role in empowering government entities with knowledge and expertise, strengthening institutional integration, and transforming volunteering into a sustainable qualitative practice that contributes to community service, social responsibility, and quality of life.

The program brought together trainees from the Al Jouf Region Branch of the Ministry of Health, the Al Jouf Region Branch of the Ministry of Sport, the Branch of the Ministry of Environment, Water and Agriculture, the Civil Defense Directorate in Al Jouf Region, the Al Jouf Region Branch of the Ministry of Transport and Logistics Services, the Al Jouf Region Branch of the Saudi Red Crescent Authority, the Al Jouf Region Branch of the Ministry of Human Resources and Social Development, the Special Force for Road Security in Al Jouf Region, the Al Jouf Region Branch of the Ministry of Islamic Affairs, Dawah and Guidance, and Al Jouf Region Municipality.

The program aims to enable leaders in the government sector to understand the concept of professional volunteering, recognize its strategic value, learn about mechanisms for designing professional volunteering opportunities, and activate specialized expertise to address institutional and community challenges. This contributes to improving service quality, maximizing impact, and achieving the objectives of Saudi Vision 2030 in volunteer work and community development.

The program covered a number of qualitative themes, most notably the conceptual and regulatory framework of professional volunteering, the distinction between general, skills-based, and professional volunteering, the review of inspiring global experiences, and the design of professional volunteering opportunities with clear and measurable outputs. It also addressed the professional volunteer management cycle, the role of government leaders in enabling professional volunteering, and mechanisms for measuring impact by moving beyond counting volunteer hours toward assessing added value.

Through this program, the University reaffirmed its role as a knowledge and development partner for government entities in Al Jouf Region by offering qualitative training programs that contribute to capacity building, developing institutional practices, enhancing the efficiency of community initiatives, and enabling entities to utilize specialized expertise in addressing real needs and improving service quality.

The program also included a practical workshop titled “Designing a Professional Volunteering Opportunity to Address a Government Challenge,” which aimed to train participants on transforming needs and challenges within their entities into professional volunteering opportunities. This was achieved by identifying the required expertise, formulating objectives, defining expected outputs, and developing impact measurement indicators, thereby enhancing the ability of government entities to design initiatives that are implementable, documentable, and sustainable.

The organization of this program reflects Jouf University’s commitment to expanding its impact beyond classrooms, strengthening its presence in community service, and building bridges of cooperation with government entities. It also reinforces the concept of volunteering based on knowledge and expertise, supports sustainable local development, and enhances quality of life in Al Jouf Region.
