Jouf University President Prof. Mohammed bin Abdullah Al-Shaya Inaugurates the New Identity of the University Portal and Launches the Digital Repository and Qarar System

His Excellency the President of Jouf University, Prof. Mohammed bin Abdullah Al-Shaya, inaugurated the new identity of the University’s electronic portal, alongside the launch of the Digital Repository and the Qarar System, in a qualitative step that reflects the University’s direction toward accelerating digital transformation, enhancing service efficiency, and improving the digital experience for beneficiaries, in alignment with the University’s strategic objectives and the goals of Saudi Vision 2030.

The inauguration of the new identity of Jouf University’s electronic portal comes as part of a comprehensive website development project with a unified digital identity, in accordance with the Platform Code and the unified design system of the Digital Government Authority. This contributes to delivering a more consistent, flexible, and reliable digital experience. The development included improving the user interface; unifying templates for pages, services, news, search engines, colleges, and deanships; enhancing accessibility and usability; improving contrast and browsing experience in line with WCAG standards; and supporting content equivalency in both Arabic and English. The project also included adding government identity elements, such as the government bar, verification element, and digital seal, thereby enhancing the website’s reliability and institutional efficiency.

Through this project, the University aimed to achieve full compliance with the Platform Code by aligning 56 standards, including 43 core standards and 13 secondary standards. The project also leverages the Platform Code library, which includes more than 33 ready-to-use components, 4,650 design variables, and 100 design patterns, thereby enhancing the website’s readiness and supporting the University’s digital maturity indicators.

His Excellency also launched the Institutional Digital Repository, a unified platform for preserving the University’s scientific output, making it accessible, and highlighting its research impact. The repository contributes to organizing scientific content within a clear knowledge structure, providing permanent identifiers for scientific materials, adopting standardized metadata, supporting advanced search and browsing, and providing statistics on views and downloads. This enhances the University’s research presence, supports rankings, and provides an official documented archive for theses, dissertations, and scientific journals.

In the same context, the University President launched the Qarar System, a unified platform for creating decisions, tracking their workflow, and notifying relevant entities automatically, thereby strengthening governance and improving the efficiency of administrative procedures. The system features automated data retrieval, unified decision subject formulation, automated sending and notifications, full tracking of the decision workflow, proactive alerts, and centralized control of permissions and institutional governance. This contributes to reducing manual effort, accelerating completion, and increasing transparency, compliance, and measurability.

His Excellency the University President affirmed that this achievement represents an advanced stage in the University’s digital journey and reflects its commitment to developing a modern digital environment that supports institutional efficiency and enhances the quality of services provided to beneficiaries. He explained that inaugurating the new identity of the electronic portal and launching the Digital Repository and Qarar System are not merely technical projects, but strategic tools that enhance integration, support decision-making, highlight the University’s scientific output, and keep pace with national best practices in digital transformation.

He added that the University is continuing to build an advanced digital ecosystem that contributes to improving the user experience, developing services, raising institutional readiness, and empowering academic and administrative sectors with more efficient and flexible tools. This will reflect positively on performance quality and enhance Jouf University’s position in education, research, innovation, and community service.
