Study and Examinations Regulations for the Undergraduate Level approved by Resolution of the Council for University Affairs No. (1444/9/1) dated 1444/1/3 AH, corresponding to 2022/8/1 AD.
And the Implementing Rules at Jouf University — a set of implementing rules was reviewed and approved, and the University Council, in its first meeting of the academic year 1447/1448 AH held on 1447/3/1 AH corresponding to 2025/8/24 AD, resolved to amend certain implementing rules of the Study and Examinations Regulations for the Undergraduate Level at Jouf University.
Chapters
Chapter One: Definitions
Article One
The following terms and phrases shall have the meanings set forth against each of them, unless the context requires otherwise:
- Academic Year: Two or more academic semesters and a summer semester if applicable, or four or more academic levels and one or two summer levels if applicable.
- Study System: The method of study followed in the university's colleges and institutes, whether by academic levels, semesters, or a full academic year.
- Academic Semester: A period of no less than fifteen weeks in the two-semester system, and no less than twelve weeks in the three-semester system, not including registration, add/drop, and final examination periods.
- Academic Level: A study mode of no less than four weeks and no more than eight weeks, with total study weeks of no less than forty per year.
- Full Academic Year: A period of no less than forty weeks per year.
- Summer Semester: A period of no less than eight weeks (two-semester) or six weeks (three-semester), during which the time allocated for each course is doubled.
- Credit Hour: A weekly theoretical lecture of no less than fifty minutes, or a practical session of no less than one hundred minutes, or a field session as defined in the study plan.
- Teaching Modes: Various methods including in-person, blended, distance, and self-directed learning.
- Coursework Grade: The grade awarded for work completed during an academic level, semester, or full academic year.
- Final Examination: An examination held once at the end of teaching the course.
- Final Grade: The total of coursework grades plus the final examination grade, calculated out of one hundred.
- Semester GPA: Total points earned divided by total credit hours of all courses studied in the semester.
- Cumulative GPA: Total points earned in all courses since enrollment divided by total credit hours.
- Academic Load: The total credit hours a student is permitted to register for in an academic level or semester.
- Incomplete Grade (IC): A grade for a course whose requirements the student cannot complete by the specified deadline.
- In-Progress Grade (IP): A grade for a course that requires more than one semester to complete.
- Visiting Student: A student who studies some courses at another university without being formally transferred.
Chapter Two: Objectives and Scope of the Regulations
Article Two
These Regulations aim to organize the mechanisms and procedures for study and examinations at the university, in a manner that enhances the efficiency and quality of the educational process and academic procedures for the post-secondary level.
Article Three
These Regulations apply to universities that implement the Higher Education and Universities Council System issued by Royal Decree No. (M/8) dated 1414/6/4 AH, and to universities that implement the Universities System issued by Royal Decree No. (M/27) dated 1441/3/2 AH.
Chapter Three: Study Systems
Article Four
The university shall adhere to the following in order when approving its programs:
- The Saudi Unified Classification of Educational Levels and Specializations, issued by Council of Ministers Resolution No. (75) dated 1442/1/27 AH.
- The National Qualifications Framework of Saudi Arabia.
- The student shall progress in their studies in accordance with the study system and study plan approved by the University Council.

- Colleges shall prepare academic programs in accordance with the Saudi Unified Classification and the National Qualifications Framework.
- The University Council's approval resolution shall include the program name, code, sub-level code, and number of credit hours.
- The student is responsible for knowing and following the study system and graduation requirements.
Article Five
The academic year shall be divided in accordance with the study system approved by the University Council:
- Two or more semesters, with a summer semester counted as half a regular semester.
- Four or more academic levels of no less than four weeks and no more than eight weeks each, with total study weeks of no less than forty per year.

- The Deanship of Admission and Registration shall prepare the academic calendar in coordination with relevant university bodies and submit it to the University Council for approval.
- Opening a summer semester requires approval from the University Council based on a recommendation from the relevant college council.
Article Six
Study in some colleges and institutes may be conducted on the basis of a full academic year in accordance with the rules and procedures approved by the University Council.

Courses in the annual system shall be offered throughout an academic year of no less than (40) weeks, not including the registration period and final examinations.
Article Seven
The University Council may, based on proposals from college councils, adopt one or more teaching modes for programs where the nature of study allows for it.

- A department may change the teaching modes for any course each semester, with approval from the Permanent Committee for Curricula.
- The course instructor shall adhere to the approved teaching mode.
Article Eight
The study plan shall include courses constituting no less than 10% of total courses delivered through teaching modes other than in-person learning.

- Colleges shall offer no less than 10% of total courses through non-in-person teaching modes.
- Quality standards shall be observed in courses delivered through non-in-person teaching modes.
Article Nine
The University Council may approve: (a) Academic bridging programs. (b) Interdisciplinary programs. It may also admit a student who holds a bachelor's degree in one specialization to study for a bachelor's degree in another.

- College councils shall determine controls and procedures for bridging and interdisciplinary programs.
- A student with a bachelor's degree may be admitted to study another bachelor's degree in accordance with approved admission controls.
Article Ten
The University Council may award a diploma degree to a student who has completed a number of credit hours but has not fulfilled the requirements for a bachelor's degree, in accordance with approved controls.

- Colleges shall determine exit points in their academic programs ensuring appropriate learning outcomes.
- Colleges shall propose controls for awarding a diploma degree to students who reach the approved exit point.
Chapter Four: Admission
Article Eleven
The University Council shall determine admission conditions, controls, and the number of students who may be admitted. The following conditions are required for admission of a new student:
- The student must hold a secondary school certificate or its equivalent from inside or outside the Kingdom.
- The student must be of good conduct and behavior.
- The student must successfully pass any specified tests or personal interviews.
- The student must be medically fit in specializations that require it.
- The student must obtain approval from their employer if they work in any government or private entity.
- The student must not be currently enrolled at any university inside or outside the Kingdom.
Article Twelve
Admission may be granted to a student who holds a diploma degree to continue for a bachelor's degree, or a bachelor's degree to obtain a degree in another specialization, with equivalency of previously studied courses.

The University Council shall approve conditions and procedures for admitting holders of diploma or bachelor's degrees to study for another degree, including course equivalency controls.
Chapter Five: Academic Procedures
Article Thirteen — Registration and Academic Load
The University Council shall establish rules governing academic procedures, including registration and adding/dropping courses within the approved study plan.
Implementing Rule — Jouf University
- Minimum academic load: 12 credit hours per semester; 1 credit hour per summer semester.
- Maximum academic load: 20 credit hours per semester; 10 credit hours per summer semester.
- Load by cumulative GPA — below 2.0: 14 hrs | 2.0 to 3.74: 17 hrs | 3.75 and above: 20 hrs.
- A student expected to graduate may register up to 24 credit hours in a regular semester or 12 in a summer semester.
Article Fourteen — Attendance
A student is required to attend class sessions — in person or virtually. A student is barred from the final examination if their unexcused absences exceed 25% of total contact hours, and is recorded a grade of Denied (DN).

- The course instructor is responsible for entering absences into the electronic system.
- The list of barred students shall be approved by the college council offering the course.
Article Fifteen — Lifting the Examination Bar
The college council may lift the bar and allow the student to take the final examination if the student submits an acceptable excuse and attendance is not less than 50% of total contact hours.
Article Sixteen — Semester Withdrawal
A student may withdraw from study for a semester or full academic year without being considered as having failed, provided they submit an acceptable excuse. The withdrawal period counts toward the time required to complete graduation requirements.

- Withdrawal request must be submitted at least three weeks before the start of final examinations.
- A student may not withdraw from more than three semesters throughout their time at the university, and may not withdraw from three consecutive semesters.
Article Seventeen — Course Withdrawal
A student may withdraw from one or more courses and receive a grade of (W) without being considered as having failed.

- Maximum of three course withdrawals per semester.
- Remaining credit hours must not fall below the minimum academic load.
- Request must be submitted at least three weeks before the start of the final examination period.
Article Eighteen — Study Deferral
A student may submit a request to defer study for a semester or full academic year for an acceptable excuse. The deferral period shall not count toward the time required to complete graduation requirements.

- Deferral must be requested before the start of the first week of study.
- Maximum: two consecutive semesters or three non-consecutive semesters throughout the student's time at the university.
- A female student accompanying her husband on scholarship may suspend academic status for up to five years.
Article Nineteen — Enrollment Termination and Re-enrollment
A student's enrollment shall be terminated if they discontinue their studies without submitting a deferral or withdrawal request. A terminated student may apply for re-enrollment with their previous student number and record.

- Enrollment is terminated if the student fails to register without being on withdrawal or deferral status.
- Re-enrollment request must be submitted within four semesters from the enrollment termination semester.
- Re-enrollment is not permitted more than once.
Article Twenty — Disciplinary Dismissal Re-enrollment
A student dismissed for disciplinary reasons may not be re-enrolled until three years have passed from the date of the dismissal decision.
Implementing Rule — Jouf University
- The student must have completed at least 75% of total graduation credit hours.
- The student's cumulative GPA must not be less than 3 out of 5.
- The study plan must still be available.
- Approval of the University Council based on a recommendation from the college council is required.
Article Twenty-Two — Academic Dismissal
A student shall be dismissed from the university if they receive three consecutive warnings for a cumulative GPA below the graduation requirement, or if they fail to complete graduation requirements within the maximum allowed period.

- Three consecutive GPA warnings (semester system) or two (annual system) result in dismissal.
- A fourth opportunity may be granted based on a college council recommendation.
- A fifth opportunity may be granted if the semester GPA in the last semester is not less than 3.75 out of 5.
- A student dismissed for exhausting the specified study period may be granted up to one additional academic year.
Chapter Six: Transfer and Course Equivalency
Article Twenty-Three — External Transfer
Transfer of a student from outside the university may be accepted provided the student studied at a licensed institution and was not dismissed for disciplinary reasons.

- The student must meet the transfer conditions approved by the college council.
- Approval from the Deanship of Admission and Registration is required.
Article Twenty-Four — Course Equivalency from Outside
The college council may equate courses previously studied outside the university if their content is similar. The maximum credit hours counted from outside is 40% of total graduation credit hours.

- The course must be equivalent in content with credit hours not less than the course at Jouf University.
- No more than two years must have passed since the student passed the course.
- The student's grade must not be less than "Good."
- Equalized courses are recorded in the transcript without counting toward the cumulative GPA.
Article Twenty-Five — Internal Transfer
A student may be transferred from one college to another, from one department to another, or from one specialization to another within the university, in accordance with approved controls.

The number of transfers between colleges or departments shall not exceed once throughout the student's academic career.
Article Twenty-Seven — Course Exemption
The University Council shall establish controls for exempting a student from courses up to a maximum of 25% of total credit hours. The student receives an Exemption grade (E).
Implementing Rule — Jouf University
- Exemption from university requirement courses may be granted if the student passed standardized tests or received awards in related competitions.
- Exemption from English language courses requires an IELTS score of at least 5 or equivalent.
- Exemption from specialized courses may be based on professional certificates, patents, or relevant test results.
Chapter Seven: Visiting Students and Student Exchange
Article Twenty-Eight — Visiting Study
A student may, with college approval, study one or more courses at another university inside or outside the Kingdom as a visiting student without being transferred. Courses shall be equalized and recorded in the academic transcript.
Implementing Rule — Jouf University
- The student must have studied at Jouf University for at least two semesters before requesting visiting study.
- Maximum credit hours from visiting study: 20% of total graduation credit hours.
- The visiting student's grade must not be less than "Good."
- Grades from visiting study are not counted in the cumulative GPA.
- A student from another university may also study as a visiting student at Jouf University in accordance with registration controls.
Chapter Eight: Examinations
Article Twenty-Nine — Grade Distribution
The University Council shall determine the method for calculating the coursework grade and the final examination according to the nature of the course. The final examination shall be held once per course.

- Coursework grade: no less than 50% and no more than 60% of the final grade.
- The course instructor must announce the grade distribution at the beginning of each semester.
- Semester examination results must be announced within two weeks of the examination date.
- A student has the right to contest their semester examination grade within one week of viewing their answer sheet.
Article Thirty — Final Examination Organization
The college council shall organize the conduct of final examinations to ensure the proper flow of the educational process, with grades recorded within the specified period.

- A committee shall be formed to supervise final examinations at the college level.
- Final examinations shall be held during the period specified in the approved academic calendar.
- A student shall not be permitted to enter the final examination after half an hour from its start.
- No more than two courses should be examined for any student on the same day.
Article Thirty-One — Absence from Final Examination
A student absent from the final examination shall receive a grade of zero in that examination, and their grade shall be calculated based on coursework grades received.
Article Thirty-Two — Make-Up Examination
If a student is unable to take the final examination due to an acceptable excuse, the college council may allow a make-up examination no later than the end of the following semester.

- The make-up examination request must be submitted within two weeks from the date of the examination.
- The make-up examination must be held within the end of the following semester.
Article Thirty-Three — Incomplete Grade (IC)
The department council may allow the student to complete course requirements in the following semester and receive an Incomplete grade (IC). If one semester lapses without completion, the IC is replaced with Fail (F).
Article Thirty-Six — Grade Appeal
A student may appeal their final course grade within no more than fifteen days from the approval of results.

- The appeal request is submitted to the department teaching the course.
- A student may submit a re-grading request electronically through the student portal within the period specified in the academic calendar.
- A maximum of three re-grading requests are allowed throughout the student's academic career.
- If the student does not accept the department's decision, they may appeal to the college council, whose decision is final.
Chapter Nine: Grades
Article Thirty-Seven — Overall Graduation Grade
The overall grade upon graduation shall be determined as follows (out of 5):
- Excellent: Cumulative GPA not less than 4.50
- Very Good: Cumulative GPA from 3.75 to less than 4.50
- Good: Cumulative GPA from 2.75 to less than 3.75
- Pass: Cumulative GPA from 2.00 to less than 2.75
Article Thirty-Eight
The grades obtained by the student in each course shall be calculated in accordance with Appendix (1) of these Regulations.
Article Thirty-Nine — Honor Grades
First Class Honor: cumulative GPA from 4.75 to 5.00. Second Class Honor: cumulative GPA from 4.25 to less than 4.75.
Implementing Rule — Jouf University
- The student must not have failed any course at the university or at another university.
- The student must have completed graduation requirements within the average between minimum and maximum study duration.
- The student must have studied at least 60% of graduation requirements at Jouf University.
Chapter Ten: Graduation and Learning Outcomes
Article Forty-One — Graduation Requirements
A student shall graduate upon successfully completing graduation requirements with a cumulative GPA not less than the minimum determined by the University Council — in all cases not less than "Pass."
Implementing Rule — Jouf University
- Minimum graduation GPA: Pass (2 out of 5).
- The Deanship of Admission and Registration is responsible for issuing graduation documents.
Article Forty-Two — GPA Improvement Courses
The college council may specify courses for a student to raise their cumulative GPA if they passed courses but failed to meet the required GPA.
Implementing Rule — Jouf University
- The higher grade of the repeated course shall count in the cumulative GPA.
- The lower grade is converted to Pass Without Grade (NP) and not counted in the GPA.
Article Forty-Three — Quality Assurance
The university is committed to implementing practices that ensure the quality of the teaching and learning process.
Article Forty-Four — Student Readiness
The university works to enhance students' efficiency and skills before graduation, ensuring their distinction and competitiveness in the labor market.
Implementing Rule — Jouf University
Colleges shall coordinate with training entities to establish partnerships enhancing students' efficiency, awarding professional certificates, and training them for competency examinations before graduation.
Chapter Eleven: General Provisions
Article Forty-Five
The University Council may change the duration of the semester, summer semester, academic level, or full academic year, upon approval from the Council for University Affairs.
Article Forty-Six
The university may admit applicants who obtained their secondary school certificate more than five years ago if there are convincing reasons, and may apply a financial fee in accordance with controls established by the Council for University Affairs.
Article Forty-Seven — Joint Programs
The University Council may approve a joint program with an educational institution outside the Kingdom, provided it is licensed and holds program accreditation from an internationally recognized body.
Implementing Rule — Jouf University
- The Legal Affairs Department shall study contracts and procedures for joint programs.
- The University Council shall approve joint programs based on college council recommendations.
Article Forty-Eight — Gifted Students
The University Council may establish conditions for attracting gifted, distinguished, creative, and innovative students.
Article Forty-Nine — Secondary School Students
The university may provide secondary school students with the opportunity to study or attend some general university courses.
Implementing Rule — Jouf University
- A certificate of course attendance shall be issued at the end of the semester.
- This does not create any obligation on the university to admit the student after secondary school.
- The university is not obligated to equalize attended courses if the student is later admitted.
Article Fifty-Four — Effective Date
These Regulations shall come into effect from the start of the academic year 1444 AH. The implementing rules shall come into effect from the date of their approval by the University Council.
