This charter is directed to all male and female students affiliated with Jouf University, as well as all university personnel who have direct interaction with students.

  • To inform students of their academic rights and responsibilities within the university.

  • To acquaint faculty members, staff, and all individuals dealing with students within the university with the students’ rights and responsibilities.

  • Charter: A document that clarifies to students the rights and responsibilities stipulated in the regulations, decisions, or instructions issued by the university to enable them to engage effectively in university life and achieve success.

  • University Personnel: Faculty members, all administrative staff, workers, and male and female students affiliated with the university.

  • Academic Domain: Refers to the educational process, including student interaction with academic courses, faculty members, and their equivalents.

  • Non-Academic Domain: Refers to administrative and organizational processes, including student interaction with university employees and staff, as well as the activities and services provided to them.

  • Orientation Day: A day designated by the university to raise students’ awareness of their rights, responsibilities, prohibitions, and the university’s academic and administrative systems and facilities, both academic and non-academic, that help them successfully complete their studies.

  • Student Advisory Committees: Committees formed by the Deanship of Student Affairs or the colleges, working under their supervision, with the aim of identifying the problems and obstacles students face in their academic journey, finding appropriate solutions, and listening to students’ suggestions.

  • Belonging (Affiliation): Refers to the student’s pride and sense of loyalty to the university, instilled from the time of admission and continuing throughout their life.

  • Citizenship: Encompasses the student’s ethical and social obligations toward the community, the nation, and the country’s leadership—may God protect them.

  • Physical and Psychological Security: A state in which the student feels safe, reassured, and stable both physically and psychologically, away from any physical or moral threats that might occur within the university.

  • Student Rights: The rights guaranteed by the university’s systems in both academic and non-academic domains to provide a supportive educational and developmental environment that ensures a stable university life and aims to create a generation characterized by self-confidence, courage, and noble morals.

  • Student Responsibilities: The academic and non-academic obligations that students must adhere to toward the university, in order to enhance the quality of academic work, instill a sense of belonging and citizenship, and strengthen the relationship between students, faculty members, and various university sectors.

1. Academic Domain :

1.1- The student’s right to enroll in the college or academic department of their choice, in accordance with the admission and registration regulations and conditions approved and announced by the University.

1.2- The student’s right to obtain a university identification card and benefit from the services provided by the University in accordance with the applicable regulations, decisions, and academic customs.

1.3- The provision of an appropriate academic environment and atmosphere conducive to high-quality learning that aligns with the University’s vision and mission.

1.4- The student’s right to be informed of the study plans and registration procedures for courses available through the University’s system and in accordance with established registration rules.

1.5- The right to request the execution of academic procedures such as course addition, withdrawal, or deletion, in accordance with the academic calendar and relevant regulations issued by the University.

1.6- The right to transfer from one college to another within the University, or from one academic department to another, or to convert a course delivery method (e.g., from in-person to distance learning or vice versa) in accordance with the University’s transfer regulations and available resources.

1.7- The right to receive course materials and academic knowledge in a learning environment that facilitates comprehension and achievement.

1.8- The right to ask questions and engage in academic discussions with faculty members within the University campus in a respectful and scholarly manner.

1.9- The right to expect punctuality and adherence to class schedules, examinations, and faculty office hours, with no cancellation of lectures or lab sessions except in cases of necessity, and with prior notice and provision of substitute sessions coordinated with students.

1.10- Assurance of confidentiality for any complaint submitted by a student against a faculty member.

1.11- The right to have exam questions derived from the course content, to be informed of their results, and to request a review of their final exam paper in accordance with University regulations.

1.12- The right to be informed of their grades in coursework, assignments, and periodic or midterm examinations after grading is completed.

1.13- The right to review the model answers for midterm or periodic examinations after their completion.

1.14- The confidentiality of the student’s academic file must be maintained at all times.

1.15- The student must be notified prior to any disciplinary action, and be formally informed in writing of any decision taken against them, with the right to appeal any decision that conflicts with their academic interest, in accordance with University regulations.

1.16- The student must be informed of any warnings, notices, or denial from entering final exams, along with the reasons, in sufficient time before the exam date.

1.17- The right to express opinions and engage in educational or academic discussions related to the student’s learning, provided that such expression remains within the bounds of proper behavior and in accordance with University policies.

1.18- The right to be informed of sources for obtaining University regulations and policies—through the University website, the Deanship of Admission and Registration, the Deanship of Student Affairs, and other relevant bodies.

1.19- The provision of academic guidance and orientation through printed and electronic materials, including University regulations, college and departmental guides, study plans, and other student services information, made available in print or electronically on the University or college website.

1.20- The right to receive a graduation certificate upon completion of all graduation requirements, in accordance with University regulations and within the time period specified by the University.

1.21- The right to maintain communication with faculty members through various means such as email, office hours, or other approved channels.

1.22- The right to a sense of physical and psychological safety—free from physical or health risks, threats, intimidation, humiliation, or ridicule by any academic or administrative body within the University.


2. Non-Academic Domain :

2.1- The right to benefit from University services and facilities—such as student housing (if available), the central library, counseling and psychological support centers, sports facilities, student activities, educational events, cafeterias, parking lots, and other resources—according to University regulations and available capacity.

2.2- The right to receive adequate healthcare services, including medical checkups and treatment, according to available medical facilities.

2.3- The right to receive social support services provided by the University.

2.4- The right to participate in University activities and events in accordance with established regulations.

2.5- The right to evaluate student services provided to them through feedback surveys.

2.6- The right to elect student representatives to serve on advisory committees when requested by the college.

2.7- The right to receive officially sanctioned financial rewards or incentives in cases of academic excellence.

2.8- The right to receive financial aid or loans after a review of the student’s financial condition and proof of need, in accordance with University regulations.

2.9- The right to participate in training courses, programs, trips, volunteer activities, and events that do not conflict with academic obligations.

2.10- The right of students with special needs to receive appropriate support and services according to the University’s capabilities.

2.11- The right to access academic regulations, including the Student Conduct and Discipline Code, the Undergraduate Study and Examination Regulations, their implementing rules, or the Unified Regulations for Graduate Studies, upon request.

1. Academic Domain :

1.1- To comply with University regulations, bylaws, instructions, and decisions issued for their implementation.

1.2- To refrain from any behavior contrary to Islamic morals or public decency.

1.3- To abstain from forgery, manipulation, or misuse of University records, including official documents or academic certificates.

1.4- To attend classes regularly and fulfill all academic course requirements.

1.5- To adhere to the rules and procedures related to preparing research papers, reports, and examinations.

1.6- To refrain from cheating, attempting to cheat, assisting others in cheating, or disturbing the examination process.

1.7- To avoid disrupting lectures through speech, shouting, or entering and leaving classrooms without permission.

1.8- To treat all University personnel and guests with proper respect and refrain from any offensive speech or behavior.

1.9- To attend only the classes in which they are officially registered unless granted permission by the course instructor.

1.10- To ensure the accuracy of their class schedule, avoiding conflicts or duplicate registrations in previously completed courses, and to promptly contact the relevant office during the official add/drop period if errors are found.

1.11- To follow the instructions of supervisors or proctors during examinations or lab sessions and maintain order and quiet.

1.12- To comply with any penalties imposed for violations of University regulations.

1.13- To evaluate faculty members using the official forms provided by the University with honesty and integrity.


2. Non-Academic Domain :

2.1- The student must carry their University ID card while on campus and present it to authorized personnel when requested.

2.2- The student must maintain cleanliness within the University premises.

2.3- The student must refrain from damaging, tampering with, or disabling University property, and must preserve and return borrowed materials and books on time.

2.4- The student must maintain calm and avoid causing noise within University facilities.

2.5- The student must refrain from causing disturbances, gathering in unauthorized areas, or remaining in classrooms, corridors, or cafeterias during prayer times.

2.6- The student must not engage in any destructive or dangerous acts that could harm lives or property or disrupt order or University operations—such as organizing unauthorized demonstrations, incitement, or participation in such acts; possessing, carrying, or using firearms, knives, sticks, or any object considered a weapon; or possessing flammable, explosive, or hazardous materials.

2.7- The student must not use or exploit University property for unauthorized purposes without official approval.

2.8- The student must not misuse the University’s internet network or access prohibited social media or websites unrelated to academic purposes, including immoral, banned, or anti-national websites.

2.9- The student must maintain proper conduct and appearance consistent with Islamic and University values, and refrain from any behavior that violates moral or public decorum within the University.

2.10- The student must pay all financial dues—such as service fees, fines, or other required payments—on time.

2.11- The student must not consume food or beverages in unauthorized areas such as classrooms, laboratories, or libraries.

2.12- The student must not possess, manufacture, or consume any alcoholic, intoxicating, or narcotic substances.

2.13- The student is strictly prohibited from using or possessing tobacco or “tombak” in any form, or smoking anywhere on campus or University-affiliated premises.

2.14- The student must ensure that their official University email is active and functioning properly, check it daily for official announcements, and is responsible for updating their registered email or mobile number as needed.

2.15- The student must regularly check official University notice boards for announcements.

2.16- The student must provide accurate information and data to the University when requested.

2.17- The student must not assign University staff to perform any work unless approved by the competent authorities.

2.18- The student should maintain post-graduation contact with the University through the Alumni Portal available on the University’s website.
